Tahiri presented the analysis of KLGI about the level of decentralization in the Western Balkans

In the Ministry of Foreign Affairs in France, in Paris, Mr. Tahiri presented the analysis of the Kosovo Local Government Institute about the level of decentralization in the Western Balkan countries, in particular focusing on elements from Kosovo, Albania and Macedonia.

During his presentation, Mr. Tahiri emphasized that it is impossible to have an effective decentralization without a strong level of central government based on principles of good governance. At the same time, he added that the rhetoric of decentralization in the Western Balkan countries is much stronger than actions on the ground.

Moreover, Mr. Tahiri said that decentralization in the Balkans should be transferred from political decentralization into a functional decentralization. It is necessary for the entire region to re-look at the functional decentralization, which would be carried out systematically, sector by sector and functional area by functional area.

On the contrary, the municipal and national entities will continue to operate with inadequate services, therefore reducing the level of transparency and accountability in both levels of government.

While talking about the system Kosovo, Mr. Tahiri presented three best principles:

1. The inter-municipal cooperation as a good opportunity for local government
2. The document "A guideline to an effective local governance”
3. The territorial employment pact implemented by the UNDP office in Kosovo.

The Conference organized by the Ministry of Foreign Affairs in France, ALDA and UNDP have gathered more than 70 participants from Europe and other countries that are part of this network for two days.
