KLGI supports the process of reviewing the Law on Local Self-Government

Kosovo Local Government Institute (KLGI) organized the second workshop on the topic, ‘Identification of ambiguities, legal conflict and addressing in the process of reviewing the Law on Local Self-Government’. Officials from the Municipal Assemblies, in the discussion addressed the issues that need to be addressed, in the preliminary process of amending / drafting the Law on Local Self-Government.

The focus was on the need for clarification of competencies, in particular the responsibilities of municipalities and the system of overseeing the legality of municipal acts. At the same time, the changes in the Law on Local Self-Government should be reflected in the secondary legislation, by building mechanisms that help reduce the ambiguity and legal collision.

Also, the problems that the Assemblies have faced in practice during their work were addressed, where recommendations were given which will serve the working group in the process of amending / drafting the Law on Local Self-Government.

The KLGI Institute aims to support the process, in particular to increase the ownership of actors in drafting policies and legislation, while supporting institutions in efficient implementation.

This activity was carried out within the project ‘Dialogue for European Municipalities (DEM)’ component of policy / legislation support and capacity building, funded by the Royal Norwegian Embassy in Kosovo.
